Remotely accessing MySql databases on Fish

I have been a customer for quite some time, assigned to the Fish server. I am curious as to the method by which I would remotely access my various MySql databases through my third party program(MySql Manager). I have tried pointing the software toward fish.whbdns.com 3306 with no success. I am using my Cpanel credentials to access. Am I using the wrong Url or has remote access been disallowed for MySql?

Remote mySQL access is not allowed. Only jailed ssh.
