I'm just quoting what WHB management said. My guess is that they forgot to update the AUP, even though they intended to do so.
Many people run such apps on servers called "seedboxes", to get much faster upload and download with their torrent sites. Some people will try to do seedboxing here on the web servers, and that would impair resources for other server users.

Ah. I've never heard of "seedboxes"; agree they sound evil from a bandwidth standpoint.
It looks like there are multiple AUP's floating around. I think I found mine off the home page somewhere. But maybe there are multiple home pages floating around too? Nobody's yet fixed the logo at the top of this page to point to the WHB home page.
Seedbox performance is available by purchasing a monthly account. However, a web hosting account is cheaper, so some people will try to use their web hosting as a seedbox, causing problems for everyone else on the server and costing the host in bandwidth.
What people fail to understand, with their arguments about the legality of their particular torrents, videos, music or other content, is that WHB is not banning them solely because they are more frequently used for pirate content. WHB bans them because they also tend to hog shared resources.
