    For a personal blog, I dig the following:

    Tagline Rotator -- changes your tagline upon refresh to a random entry you can set in the Admin area.
    Formidable -- create simple "mailto" forms in your blog for polls, contact forms, or feedback.
    Link Library -- change your link database in your WordPress installation to a user-browseable download library or collection of links. Link Library uses Javascript for DHTML page load effects.
    WPTouch -- Make your blog super-smartphone friendly with one single plug in. No custom themes or meta tags necessary. Autodetects mobile phone/MID browsers by user-agent string.
    Robots Meta -- Keep search engines onto your content, and off of your static pages. Set nofollow on individual pages and posts while writing them in the Admin Area.

    And I love the following combo:
    Admin Bar -- puts admin controls onto a drop-down menu at the top of your blog. Add a page, post, or edit widgets while looking at your live published site.
    Peter's Login Redirect -- using this, you can set the login redirect page that each class of user can read upon sign on. Send authors to a project page or a Bulletin Board, send admins to the admin area, or with the Admin Bar, send them back to the main page to see the page with the Admin Bar on top rather than the Dashboard.
