could please someone tell me what is limit of number of emails per hour on my reseller hosting plan?

Dear Kolexndr,

The limit is 200 emails per hour in your reseller plan, the limitations are not so strict on VPS, if you would like to send more than 200 emails, you can upgrade your hosting accout.

so if i have 10 sub accounts it is 20 emails per sub account? (assuming all of them trying to send max emails)

No, it's 200 per domain for each domain.
VPS does not have a limit on outbound emails.
