Cookies not enabled - Joomla error on Server

Hi WHB,

I'm using Joomla for one of my domains and it turns out, I installed without problems and was working properly until I get this message in wanting to connect "Database Error: Unable to connect to the database:Could not connect to MySQL". I reviewed ael configuration.php and apparently the data is all in order. Will the problem cookies disabled?

In phpmyadmin, I have a report that cookies are not enabled. As the asset?
