Can I use php semaphores on whb servers? (my account is on rs9)

Unfortunately this extension is not available on shared server.
If it's essential for your work you may upgrade to VPS or dedicated server
where you can install any features without restrictions.
Please take into consideration that VPS and dedicated severs come with basic server management as standard, in case additional services are required there are premium management options.
