It appears to be the 2nd time your account is suspended, so it's not "still down", rather "down again". I'm guessing you haven't installed any caching plugins yet (despite of 1st suspension), as incident log shows high HTTP request rate and corresponding DB query rate at the same time.
May I ask you what plugin do you plan for deployment? Note that WP caching plugins may be pretty resource intensive as well, resource consumption just moves from CPU/DB to disk I/O, which can be even worse in some cases (not necessary though). I'd suggest WP Quick Cache (my personal preference) or Supercache, and NOT W3Total or legacy plugin.
I can unblock your account now, but you should act real quick as your blog causes considerable load peaks and I can not guarantee that you won't be suspended again by Engineering for emergency response reasons. Please see the last ticket.
Just for your info, most account suspension incidents at WHB are handled by our Audits dept., which is active during normal working hours, not 24/7. Technical department covers night hours, but they have different ticket queue priorities and ticket response delays are possible.
