I found this neat little online tool to help you determine if your site is up or down.

And this one has a whole slew of other utilities

I've "dig" found useful from time to time. For example.... One time I couldn't connect to my website even though tech support said it was up and running. Using "dig" I was able to systematically query the chain of DNS servers starting with the root servers all the way to my local router. I found out that my ISP's DNS server was faulty before they did. I contacted them, they fixed the server and I could connect to my site.

"dig" is available in most Linux distibutions via the console. It has also been ported for windows.
If the online tools can connect to your site but you sill can not, it is possible your IP was blocked for too many connections or some other security issue.
